Folks will do a full spectrum of things. I'm trying to come up with each possibility.

I would say it depends on the situation and the person. Put anyone in a desperate enough situation where they are going to have to do something to survive and no one else is going to suffer and everyone will do whatever it takes. There are no emotional penalties therefore stealing from the rich just so you can live is not a hard moral question.

The real question I think is to ask is for each person what will you do when you stand on shaky ground and your neighbor shares the same ground. You can steal his spot and have more safety guaranteed, you can sacrifice your ground to him and lose guaranteed, you can fight with the world to keep yourself safe and let your neighbor do as he wishes removing all morals from the question, or you can risk losing your footing by offering to work together.

Many people (probably the pleurality but not the majority) are selfish and take their neighbors safety to preserve their own. Genetic drive is strong and that is the oldest genetic drive. A close second would be cooperation, because human genetics has driven us to be social creatures we cannot betray the group without some loss. This group would be willing to try to save both also because of genetic/societal drive, because it is what has kept us alive after being a solitary creature. The significant minority would be split between the last two. Those are people who are loners or those so wracked by guilt that they could not follow their base desires to steal and win and the group that sacrifices themselves. I don't truly understand the psyche behind that group, but they definitely exist.
